The Opportunity
The ED, Military Affairs Chief of Staff works closely with the head of Military Affairs and serves as the primary strategic leader responsible for the execution and coordination for all critical activities, including the USAA Board of Director deliverables. This role is responsible for oversight, coordination, planning, and execution of high-level strategic initiatives and ensures smooth operations across all departments. The Chief of Staff acts as a key liaison between executive leadership, internal and external stakeholders, both military and civilian, and the military affairs department. This individual manages staff activities, supervises all budgetary and risk/compliances processes, and aligns military affairs organizational efforts with business strategic objectives.
We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX. Relocation assistance is available for this position.
What you'll do:
Oversees cross-functional MA operations teams that provide comprehensive military service subject matter expertise to all lines of business and enterprise staff agencies as well as executive senior leadership.
Responsible for leading cross-functional teams to ensure the field is supported operationally in all events to include financial, equipment, training, contract, CoSA coordination, and access facilitation with the most senior members of the active military community.
Provides strategic input and joint oversight of MA’s annual combined G&A and Marketing Budget.
Provides executive-level thought leadership and input into strategy development and operational planning of the MA strategic, operational and tactical plans ensuring alignment with USAA’s Strategic and Operational Plans.
Ensures the MA plan achieves all external and internal performance metrics within budget allocations.
Identifies and effectively communicates to senior MA leadership any operational unit performance concerns while empowering staff to seek innovative methods improving scorecard results.
Designs, builds and maintains a strong MA process & control environment to identify and document processes, risks, controls, applicable laws and regulations, third party dependencies and supporting systems.
Ensures deep understanding of, and compliance with, all appropriate Department of Defense regulations and instructions related to on-base activities, face to face engagements and marketing to military members.
Responsible for the development of all functional policies, procedures and guidelines and ensures adherence. Oversees the MA staff in their research and execution of policy development or modification of existing policies.
Builds and oversees a team of employees for assigned functional area through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities.
Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.
What you have:
Bachelor's Degree OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
10 years of progressive military experience implementing policies/programs.
20 years of experience serving in the Armed Forces; attendance at the DOD Keystone Course (Enlisted) or Command and General Staff College (Officer).
4 years of people leadership experience in building, managing and/or developing high-performing teams.
4 years of experience overseeing and leading various programs including budget management.
Demonstrated success building and growing relationships as well as leading teams focused on building relationships and delivering superior client service.
Comprehensive knowledge of regulatory laws, compliance standards and processes, and best practices.
Experience collaborating with internal key resources and business stakeholders, influencing business decisions with the use of programs managed, and managing work to achieve strategic goals.
Executive-level business acumen in the areas of business operations supporting various business entities, and military and Department of Defense rules, regulations and emerging trends or updates.
What sets you apart:
Experience as a Chief of Staff or has worked closely with the COS for a function.
Military Affairs experience within USAA is an advantage.
Salary: The salary range for this position is: $147,750-$265,950.
Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position.
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
